THE ARDENT DOLLARS MONETARY & MERIT SYSTEM

Royal Canadian Sea Cadet Corps (RCSCC) Ardent

PHYSICAL & DIGITAL CURRENCY SPECIFICATIONS & GOVERNANCE POLICY

Governing Authority:
1: RCSCC Ardent Civilian Sponsoring Committee (Navy League of Canada Branch Gander)
2:Corps Commanding Officer (Lt(N) Jonathan Waterman

1. Executive Summary & Educational Mission

The Ardent Dollars (ARD) program is a closed-loop internal merit economy and financial literacy framework for youth aged 12 to 18. Its purpose is to foster discipline, uniform pride, attendance, leadership, and corps morale by establishing an immediate connection between positive effort and tangible rewards.

Cadets manage their funds in two interchangeable formats:

  1. Physical Banknotes: 9 distinct serialized paper bill denominations ($1 to $100) awarded on the parade deck for immediate reinforcement.
  2. Digital Banking Vault: A personal online portal (/my-account/ardent-dollars/) backed by an immutable double-entry ledger where funds can be deposited and spent at the Cadet Kit Shop.

2. Compliance, Legal & Accounting Standpoint

2.1 Closed-Loop Scrip (Zero Cash Value)

  • Legal Classification: Ardent Dollars are internal educational merit vouchers/scrip with zero fiat cash surrender value.
  • Non-Convertibility: Under no circumstances may Ardent Dollars be exchanged, liquidated, or cashed out for Canadian Dollars (CAD).
  • Tax Status: Because Ardent Dollars cannot be liquidated for cash and are redeemable solely for youth uniform gear and kit, they do not constitute taxable employment income, wages, or taxable honoraria under Canadian tax regulations.
  • Closed Ecosystem: Spendable strictly at the official RCSCC Ardent Kit Shop and authorized unit canteen events.

2.2 Sponsoring Committee Budget Backing

The real-world financial engine backing the program operates on a pre-funded inventory allocation model:

Unit: Royal Canadian Sea Cadet Corps (RCSCC) Ardent

2.2 Sponsoring Committee Budget Backing

The real-world financial engine backing the program operates on a pre-funded inventory allocation model:

  1. Pre-Funded Line-Item: The Civilian Sponsoring Committee allots an annual budget line-item (in real CAD) to purchase uniform accessories, kit items, branded apparel, and equipment wholesale.
  2. Zero Cash Outflow at Checkout: When a cadet redeems ARD$ 35.00 for a kit sweater, no new cash outflow occurs. The transaction merely transfers physical custody of pre-budgeted inventory from the Quartermaster to the cadet.
  3. Circulating Liability Audits: The Commanding Officer and Sponsoring Committee Treasurer track total outstanding cadet balances in real time on the Command Center dashboard and export monthly balance sheet reports.

3. Physical Currency Specifications & Bill Denominations

To provide cadets with tangible financial literacy training, Ardent Dollars are issued in nine (9) distinct physical paper bill denominations:

5. Website Administration & Digital Architecture

1: Immutable Double-Entry Ledger ({prefix}ardent_ledger):

  • Balances are computed dynamically from transaction rows with integer-cent accuracy (ARD$ 25.50 = 2550).
  • Checkouts use atomic MySQL transactions with pessimistic row locking (SELECT ... FOR UPDATE), preventing double-spending.

2: Cadet Wallet Portal (/my-account/ardent-dollars/):

  • Front-end portal displaying balances, transaction histories, duty pay schedules, and 100 Club/Band ribbon badges.

3: Printable Cadet Kit Cards:

  • Wallet-sized cards featuring cadet rank, division, login details, and a scannable QR code for instant supply room lookups.

4: Quartermaster Issue Manifest:

  • Real-time supply room dashboard showing pending kit orders alongside cadet uniform measurements (cap, boots, tunic, trousers). Single-click issuance records the staff issuer and timestamp.

6. Governance: Who Can Add or Remove Dollars

  • Authorization: Only officers, civilian instructors, and supply staff holding manage_ardent_dollars or adjust_ardent_balance can credit or debit accounts.
  • Mandatory Reason Logging: Every manual adjustment requires selecting a reference category (Term Allowance, Merit Award, Kit Return, Replacement Charge) and providing a descriptive note.
  • Cadet wp-admin Lockdown: Cadets are strictly blocked and redirected away from wp-admin to maintain security.

7. Expiry & Forfeiture Policies

7.1 Age-Out Policy (19th Birthday Graduation)

  • Sea Cadets formally age out on their 19th birthday, marking graduation from the program.
  • 60-Day Advance Notification: Sixty days prior to their 19th birthday, staff remind the cadet to review their balance.
  • Redemption Grace Period: Cadets may spend their accumulated Ardent Dollars on unit keepsake gear, uniform upgrades, or commemorative items prior to their retirement date.
  • Extinguishment: At midnight on their 19th birthday, any unspent balance expires. The unspent value is extinguished, and the inventory reserve returns to the Sponsoring Committee.

7.2 Termination of Membership (Resignation or Discharge)

  • If a cadet leaves the corps prior to aging out:
  • Their Ardent Dollars balance is immediately void and forfeited.
  • No cash payout, compensation, or refund is issued.
  • Any unissued kit orders are cancelled, and the physical items remain in Quartermaster stores.

7.3 Inter-Unit Transfers

  • Balances do not transfer between cadet units. Transferring cadets are advised to redeem their earned balance for personal kit items prior to departing.
